CIRCULAR No. 70.

The attention of Heads of Departments is invited to the

following Treasury arrangements at the close of the year, which

must be strictly adhered to:-

(i) All paylists other than salary paylists due for payment

within a financial year must reach the Treasury not later than

12 noon on the 14th December.

(ii) The incurring of charges between the 14th and 31st

December is forbidden except in cases of absolute necessity.

Where such necessity exists and authorised expenses have been

incurred after 14th December they should be charged to a similar

vote for the succeeding year, if there be such a vote, and if

there is no such vote a supplementary vote should be applied for, subject to Colonial Regulation 272 (General Order 310).

(iii) Every payee whose name appears on a December paylist

should be warned that he must without fail collect payment before

the end of the year and that failure to do so may result in very

considerable delay in payment.

(iv) Every payee whose account is known to be due during

December should be warned that failure to submit the account in

time for it to be checked by the department concerned and forwarded to the Treasury by 14th December may likewise result in very considerable delay in payment.

(v)

No December salary paylists will be received for payment at the Treasury later than noon on the 18th December. December salaries and pensions will be paid as soon after the 21st as is practicable, and the Treasurer will advise Departments when the salary cheques are ready for delivery.

(vi) All cheques issued by the Treasury should be cashed

before the close of the year of issue.
